In the meantime it is impossible to get redress. The Civil

Governor's office and the Bureau of Foreign Affairs are doing

what they can to regain control, as much in their own as in

the interest of foreigners, amongst whom have not to be

included Japanese. Their prospect of Success, however, is

not bright, as Mr. Li Yao han is on the point of resigning and the Foreign Commissioner'a continued tenure of office

is a matter of days and as nothing useful is likely to result.

If it be true that, as reported in the native preas, Ch'en

Chiung ming is now urging confiscation on the ground that

transit passes can only be made available in respect of

native produce and that minerals are distinct there-

-from, this may indicate an attempt to confuse the issue, but

does not bring a satisfactory solution any nearer.
